Why has Hastings Pier been left out of the St Leonards Conservation Area changes?

Does anyone know why the proposed changes to the St Leonards Conservation Area removes the pier?
Considering the RIBA Stirling Prize it received, it should take pride of place in this Conservation Area.
Would this make any planning applications easier to rubber stamp/push through?
