Why are works taking so long?

I cannot be the only motorist who is getting more and more frustrated by the length of time these improvements are taking to complete.

Morning and evening periods are reduced to lengthy queues stretching back on all three roads feeding this junction.

The tailback is regularly past the hospital which must be causing issues for the ambulance service.

From day to day it can be very difficult to spot what has changed, why have they had to raise the road height by so much, why did they not consider completing this work overnight to keep the inconvenience to a minimum, why is it taking so long?
