Prison for dog messers?

ON Christmas Day I went a for a walk along the Hastings seafront with my wife and was disgusted to see that I had to avoid dog mess as I walked. Repeatedly.

What actually goes on in the head of a dog owner who allows this sort of thing to occur?

There is obviously insufficient deterrent to this sort of behaviour and I think that the gravity of the offence is severely underestimated. Would imprisonment work?
